“Oh happy day, callooh callay!” Mad Hatter skipped down the streets of the Narrows, somehow creepily.
The Riddler had told him to go find a few more soldiers, and specifically told him to not take no for an answer. Mad Hatter knew exactly what that meant; He got to use his cards to make a few new toys.
Mad Hatter had more recently become very successful in the absence of Batman. The Wonderland Gang he had created had grown a lot, but only a few members were...willing. Luckily for Jervis, his new toys have impeccable electronics talent.
As Mad Hatter skipped about the Narrows, attempting to find someone, anyone who wasn’t already a part of some gang that many people had created during Batman’s recess, he forgot about one crucial thing. Many people in Gotham had. Batman has a family.
Batgirl was knelt down on a low point of one of the spires on Gates Bridge, near the cars passing by. Nowadays she mostly worked out of here, considering this is where a lot of Gotham’s gangs operated and with Batman running around space. She swooped down on a mugging and wrapped up the soon-to-be mugger when she noticed Mad Hatter, standing near the entrance of the alley. Jervis had been observing the mugger so that he could nab him for Riddler.
As soon as Barbra saw him, Mad Hatter turned tail and ran. He didn’t get far, a batarang knocking him out. Batgirl would leave him to the cops who were on their way due to the mugging, grappling away...

Riddler threw a glass against the wall. He lost his two true allies in a crucial time for him. He barely had an army to do anything to Empress Penguin, so he thought for a few moments before coming to a realization.
There’s only one group in Gotham with a true army, and Nygma is a smart man. He can make them ally with him.
