As Oswald Cobblepot grew older, he grew lonelier. Eventually, he adopted a teenage girl from Gotham Orphanage named Esmeralda. Oswald taught Esmeralda everything he knew of gentleman thievery and being a kingpin, intending on Esmeralda to also eventually take his mantle as the Penguin. When Oswald’s health caused him to almost become bedridden, Esmeralda took over his criminal organization as the Empress Penguin. She had been at odds with Batgirl many times before she died at the hands of Owlman, causing Oswald to pay Ra’s Al Ghul a lot of money to take a dip in the Lazarus pit, hellbent to take the city from the Court of Owls and avenge his daughter
