Tutor or the Highway

I happened to come across tutoring agencies that advertised that they’d provide me with an excellent in-home tutor that was pre-vetted. But my question to that was pre-vetted by whom? And how? I wanted to do the pre-vetting but I needed access to a database of tutors.
