Before the introduction of a voucher system, relief was distributed by a committee, appointed by the Township. The committee took custody and possession of property and then sold it to provide food, clothing, and shelter for an individual and their family. This method attempted to provide a solution without burdening other citizens and maintaining the self-reliance and these values continued in the later voucher system.
