Earth-K: Heatwave

Hmmm. Something about this one seems a tad familiar. I wonder, what could it be?

 

Yeah, Kinda made him look a little like my white Mr Freeze. Okay, maybe more than a little. I was gonna have him in a hood, but then I found the cape and thought I'd go for this look.
