Framing The Dawnguard

So the next plan of action is to make people think the Dawnguard are overzealous by posing as one of them and killing a high profile "suspect." I thought this clan wasn't about indiscriminate killing, but if it gets enough heat on the Dawnguard, maybe they'll go away.
