Giving First Responders an Information Edge

This study addresses the problems of information scarcity and information distortion in the first stage of government and community disaster response. Due to a lack of actionable information, incomplete situational awareness following a disaster results in a distorted common operating picture and suboptimal response. More lives are lost and more damage is inflicted. An information-centric perspective is needed to improve situational awareness earlier.
