They must forgive themselves
Truth is, most mean people, and most bullies actually hate themselves. They know and remember their faults and their past mistakes and they can't get past them. So, they go out into the world, and they try to unload their own past on innocent victims, by bullying them. They, the bullies, believe that it is the world that needs to change, however, truth is, only the bully needs to change. They must forgive themselves or they will never ever be able to say sorry, to anyone at all.
