From Gaggle to a Skein

After looking up what a flock of geese is called, I learned that they are called by two different names depending on if they are in the water or flying. If the group of geese is in the water it is called a gaggle of geese, if they are flying it is called a skein.
I wonder if it makes a difference if they just took off from the water?
