Google Translate is a little helpful with this sign in that there seems to be some mention of legal services or judicial bureau. Maybe these two boys are lawyers now. They would probably be nearly 40 years old in 2020.

Qiaotou has the distinction of being "the button capital of the world". A huge percentage of the buttons on the clothes we all wear are made in factories in Qiaotou.
