The loco was built to test the principle of using turf or peat as an alternative fuel to coal for firing steam locomotives. As Ireland has no suitable coal reserves of it's own, it's railways were reliant on the import of Welsh steam coal, the supply of which could be affected by events outside of Ireland's control. Therefore, experiments were undertaken into using turf or peat which Ireland has in abundance and is used as a fuel in everything from electric power stations to domestic hearths. The loco bears a resemblance to Bulleid's other 0-6-6-0T loco, the equally experimental Leader class designed for Britain's Southern Railway.
