The Block Operator
Although Tower 98 in Springfield had been closed since pieces of the line were CTC 'd in the NYC era ,Springfield station still housed a block operator's office whose job it was to deliver train orders to trains passing through.
One of these was TV13 seen here as the operator ,having handed up the orders , now observes the train for defects.
