It's raining on the left of the photo. Sun is rising. This is not usual! In the left part there is rain over the Dalešice dam. en.wikipedia.org/wiki/Dale%C5%A1ice_Hydro_Power_Plant

The water evaporates there and therefore it only rains there and not elsewhere.
