Toconao.

 

The village of Toconao had a population of 630 in 2002. Toconao is situated within the Atacama Desert, the driest non-polar desert in the world. According to Wikipedia, "evidence suggests that the Atacama may not have had any significant rainfall from 1570 to 1971". That's a long dry spell.
