Mmmm

I saw this bird swimming in the estuary at the coast on our visit, and catching snack after snack. Only problem is that I don't know what it is! The beak reminds me of a merganser, but it doesn't have the stripe toward the back that females have. Maybe a juvenile hooded merganser? Any help would be appreciated.
