At first it became known as the "Ruhrwachthaus" because a large part of the building was used by the publisher, editorial staff and printer of the local newspaper Ruhrwacht.
After the Ruhrwacht stopped its appearance in 1967, the building was largely vacant. It was reopened on September 9, 2011 and since then has been a central meeting point for visitors to the library, and an adult educational center.
The building is considered an important representative of brick expressionism in Oberhausen.
