This video uses the steady state conditions for a capacitor (when it's just connected and when it's fully charged) to discuss how to make calcuations for current and potential. It also introduces the idea of a bleeder resistor- a high resistance path in parallel to a charged capacitor to discharge the capacitor when the circuit is turned off. It is meant to prevent shocks.
