Here are the two equations for friction. There's a difference between "kinetic friction," which is when the two surfaces are skidding, and "static friction, when the two surfaces are at rest relative to each other. Kinetic friction is usually less than static friction, because when the surfaces are sliding past each other they're less likely to form strong interactions than when they're at rest relative to each other.
