Exotic Plate

I found this car while vacationing in Portland, Oregon near Cannon Beach on the coast. It was an old 1950's car with a license plate that had the flag of Lebanon in the middle of it. It made me wonder how such a car from a distant country get to our neck of the woods? Or it may have just been a collector's plate; I never found out.
