Last Sunday the USCGS Penobscot Bay is working at a slow but steady paced opening up the Kennebec River to Gardiner, assisted by 3 smaller 65 footers, the Penobscot Bay will turn at Richmond which is the normal practice with the Shackle, Tackle and Bridle doing the remainder of the work. Mother Nature had other ideas and the ice didn't flow because of the lower temperatures
instead refreezing and creating more jams, the decision was made to suspend operations.
