The owner came out while I was taking the pics. It is indeed a Japanese fire truck (for older neighbourhoods with very narrow streets), with only about 3500 km on it. It has a tiny 600cc motor mounted just behind the rear wheels, accessible though the hinge-down black panel visible below the floor at the back.
