Looks Like Cajon
I was never in Southern Cal but I've seen enough shots to feel fairly confident(is there any such thing lol?)this December 1969 shot of ATSF 4564 leading a RSD15, SD24, RSD15, SD24 set on a manifest was shot at/near the summit of Cajon Pass.
