step1:filter->blur->motion blur->OK

step2:duplicate blur 3 copy->merge then name BLUR

step3:duplicate b/ground 1copy then name ORI

step4:go to add layer mask and masking on ORI then click

step5:used brush to bluring to look the car moved fast

step 6:add your trademark
