Daphne Chiu has committed her professional life to solving the problem of combined sewerage overflows, or CSOs. Back when the sewer system was originally designed, the storm sewers flowed into the sanitary sewer system. But when it rains and the sanitary sewer can't handle the combined sewage, it overflows into the rivers. So now during even a modest rain, sewage from the sanitary sewers including household waste goes right into the rivers. Daphne is helping design a new system to stop that from happening. After a settlement with the EPA, the city has issued bonds to fund the program over the next decade or so. When I asked Daphne where she wanted her picture taken to reveal a little bit about her, she enthusiastically picked these sewage overflow portals into the rivers. They “inspire” her apparently.
