In an effort to align with the USAID Digital Strategy and recognize USAID Missions, Bureaus and partners that are empowering countries in a digital age, USAID launched the 2020 Digital Development Awards (the Digis), the third round of these awards. The Digis recognize and celebrate USAID-funded projects and activities that use digital technology to sustain open, secure, and inclusive digital ecosystems in order to improve measurable development and humanitarian-assistance outcomes. After receiving over 140 applications from USAID Missions around the world, five winners were selected for the 2020 Digital Development Awards, including USAID/Kyrgyz Republic: USAID-IDLO Judicial Strengthening / Trusted Judiciary Program.

 

USAID-IDLO Judicial Strengthening / Trusted Judiciary Program won for creating and helping to implement a holistic e-justice initiative that strengthens the integrity of the justice system, minimizes corruption, and enhances transparency.

 

Indira Aitbaeva and Baktiyar Parpiev, two independent legal experts, decided to tackle the issue of inconsistent court decisions on land disputes in the judiciary system of the Kyrgyz Republic. They reviewed hundreds of land disputes using a new online database of judicial decisions, ACT.SOT.KG, developed under the USAID-International Development Law Organization (IDLO) Trusted Judiciary program. Aitbaeva and Parpiev discovered numerous inconsistencies in interpretation of the laws and errors made by judges. They then prepared recommendations to help resolve similar land dispute cases in the future.

 

In 2018, the Plenum of the Supreme Court adopted the recommendations in making a policy on consideration of land disputes mandatory for the entire judiciary system of the Kyrgyz Republic. Parpiev is hopeful differences will fade away as courts throughout Kyrgz Republic adopt the unified judicial practice.
