No, that doesn't mean it's had a dip in the ocean. Just meaning very low, of which this is particularly. Not one for the purists (although you can replace that 1x4 for a 1x2, and it doesn't look too bad), this low slung piece of machinery is a very SNOTty MOC, which I happen to quite like.
