Each level is pretty small, about the size of a large Rite Aid. Both levels add up to only 25,000 sq ft., so each one is around 12,500. As one enters on the ground floor, apparel is on the left, the market is along the back wall and right side of the store, and self-checkouts and order pickup counter in the front on the right.
On the top level, there is a "tech" department (mostly mobile devices, smart speakers, watches, and accessories), Health and Beauty, a home section (softlines only), the baby department, greeting cards and stationery.

There are 2 new Target "flexible format" stores in downtown Philadelphia. Interestingly, both are located on Chestnut Street--about 7 blocks apart.
The Chestnut West store, seen here, is 25,000 sq. ft. and located on 2 levels. Target acquired the corner building (a former Qdoba) and expanded it by knocking down several adjacent blighted properties to the right. This area of Chestnut Street has seen a lot of investment in new or renovated retail over the last 5 years.
All the flex stores seem to tout their "order pickup" capability on the outside of the building. There is no CVS pharmacy inside this store, as there is a full-line CVS directly across the street.
