I presume this little car is some sort of electric urban vehicle, as there is an electrical plug-in on the left rear quarter panel, just in front of the rear wheel. I spotted it at the State Capitol building in Columbia - Nov 2010. It is operated by the South Carolina Department of Public Safety, Bureau of Protective Services. I still don't know the brand - the logo appears to be some sort of umbrella. Essentially, this appears to be an all-weather golf cart. A CVPI it ain't!
Update: made by CT&T, a Korean manufacturer who will assemble these cars in South Carolina:
