"halve kous" Is a reference to prostitution, that took place here in the 16/17th century. Now, the street is piously named after St. John (St. Jansstraat). Deventer, The Netherlands.

 

The last bit ("U keert weer om") explains that one has to turn round, because it is a dead-end street.
