Unidentified Warship Diesel Hydraulic at an Unidentified Location (It's D866 Zebra at Southall)

It was 1964 when my friend Harry gave me this photograph. I have long since lost contact with him. Does anyone have a clue as to the location? Any help would be gratefully received. (I now know this is Southall)
