The Cape that never was. This map of Cape Canaveral from the 8/24/59 issue of Aviation Week magazine, shows the proposed sites of the huge Nova rocket on the easternmost part of the base.It also shows a cluster of seven Saturn and Titan III complexes, to the north. The southernmost of these is about where Complex 34 was actually built. One Air Force proposal called for erecting the Titan III pads, inland of the NASA Saturn pads. NASA balked at the idea of shutting down and evacuating their pads during Titan III launches. The two agencies were engaged in a struggle for control of heavy-lift launch vehicles, at the time. The actual locations of the Saturn and Titan III pads was part of an agreement between NASA's Dr. Kurt Debus and the USAF's Gen. Leighton I Davis; known as the Debus-Davis Treaty..
