Shut window shutters

I don't know why the shutters are closed,but they are which strikes curiosity in the shot.The sign in the middle reads HIT Corp,one of the first companies to introduce Fingerprint Identification Technology,so that could be a clue.The photo was taken in the Theater District.How do I know that?The Broadway musical posters at the bottom gave it away.
