The West Virginia Library Commission, an agency within the West Virginia Department of Education and the Arts, Kay Goodwin, Cabinet Secretary, promotes, assists, and supports the development of effective and efficient library services that ensure all citizens in the state access to the highest quality library services and information resources to meet their needs. Its administrative offices, led by J.D. Waggoner, are located at the Culture Center in the State Capitol Complex in Charleston, which also houses the state library and the library for the blind and physically handicapped.
