Procedures and Processing of the Customs Documents
Pre- arrival Declaration help too to avoid storage, please use it and be a family of the process. ’’Pre-arrival Declaration” was introduced in Tanzania to allow importers submit import declarations before the arrival of cargoes so that customs can conduct documentary examination in advance.
The importer present the proforma invoice to the Clearing Agent, the same being lodged to TISCAN/COTECNA very early while the goods were not exported. Once you receive bill of lading, make sure you scan it while is still at the country of export, let say at Shanghai China. Scan your invoice, send them through internet to your agent to lodge them to TISCAN/COTECNA for an approval of your proforma invoice, and IO shall be issued by TISCAN/COTECNA Tanzania; by doing that, you will come to realize that, while containers are still on the way. You will pay duties or other charges at Customs and paying NIL STORAGE at port
To start Customs procedures while the cargo has arrived at port welcomes quarreling between Importer, Agent and the TISCAN/COTECNA unknowingly the source of delay of procedures
This is in line with WCO Standards which state that "National legislation shall make provision for the lodging and registering or checking of the Goods declaration and supporting documents prior to the arrival of the goods."
For all imports to Tanzania subject to Pre-Arrival Declaration process, Ti scan performs Customs Valuation, Classification and Risk Assessment on behalf of the Tanzania Revenue Authority.
Destination Inspection (DI) is a service whereby goods and import declarations are inspected on arrival in the importing country as opposed to the earlier method of Pre-shipment Inspection (PSI) where goods were inspected in the country of supply.
Tanzania shifted from PSI to DI on 1st January 2004.
Combined with sophisticated modern technology such as Scanning and Risk Management, Destination Inspection represents an efficient and effective tool for governments, Customs authorities and traders to combine the facilitation of legitimate trade with the need for responsible enforcement.
The objectives and advantages of DI are to:
• facilitate trade through modern, efficient and rapid verification of imports;
• speed up the clearance process through pre-arrival declarations to Customs;
• secure government revenues by eliminating opportunities for fraud, fiscal evasion and price discrimination;
• reward voluntary compliant importers with a facilitated clearance process;
• encourage voluntary compliance through the application of fair customs procedures;
• strengthen security at seaports and airports;
• build capacity for local Customs organizations through their complete integration in the Destination Inspection process;
• and ensure conformity with the WCO (World Customs Organization) Framework of Standards to secure global trade
Non-intrusive Cargo Scanning Services
The Tanzania Revenue Authority (TRA) uses non-intrusive cargo scanning technology to verify the content of import containers, pallets and/or cartons without manually inspecting them.
Scanning inspection basically works like a medical X-ray. High intensity rays are projected through containers and received by a column of detectors on the other side. A powerful imaging software creates an image of the container contents on a computer screen. TRA Officers use various image analysis tools to confirm whether images conform with Customs Declarations.
A complete scanning process only takes a few minutes as opposed to a lengthy manual inspection. It greatly facilitates trade, eases port congestion and reduces risks of damage or theft to the goods.
Under the “Build, Operate and Transfer” (BOT) contract with the TRA, Cotecna/Tiscan procured one mobile 3.8MeV X-ray scanner, one pallet X-ray scanner for the Port of Dar es Salaam and one pallet X-ray scanner for the Dar es Salaam International Airport
Cotecna/Tiscan has developed a Computerised Risk Management System (CRMS®) to help the Tanzania Revenue Authority (TRA) cope more effectively with managing and facilitating ever-increasing volumes of imports. The system is designed to assist TRA Officials in determining the appropriate level of intervention of each import, based on risk.
Risk Management thus helps with enhancing security, facilitating trade, protecting revenues, reducing port congestion and allowing a more effective and efficient allocation of Customs’ resources.
The Tiscan CRMS® designates import transactions to either one of three Customs Clearance Channel, e.g. Green Channel (no physical intervention), Cargo Scanning or Physical Examination by TRA.
Transit Imports
GWIHOLOTO IMPEX LIMITED has taken clearance of transit imports to a new level.
