Stephen Groff is Governor of the National Development Fund of Saudi Arabia. Previously, he served as Ranking Vice President of the Asian Development Bank, Deputy Director for Development Cooperation at the Paris-based Organisation for Economic Co-operation and Development and Deputy Vice-President for Operations at the Washington-based Millennium Challenge Corporation. He also worked for the U.S. Agency for International Development, the U.S. Refugee Program and as a U.S. Peace Corps volunteer. At NDF, he is responsible for building a new government entity that aims to raise the level of performance of funds and development banks across the Kingdom in order to enhance economic diversification and increase the sustainability of development financing.
