I've noticed a real dramatic rise in people viewing photos, faving photos but never commenting. If that's what you do, I probably won't mark you as a contact, too, because I like to interact with my contacts. It needs to go both ways. That's what makes flickr fun.
also, if you mark me as a contact and I go to your profile and see you've got a ton of contacts, I probably won't mark you as one because there's no way anyone can keep up with that many people. So it tells me that you're just into racking up contacts but not really interacting.
