Semper Fi Disaster Response and Rescue Group, An All Volunteer Disaster Response and Rescue Unit of Marine Forces Reserve Central (8th Marine Brigade Reserve), Philippine Marine Corps with a Goal to Serve God, Our Country and the Filipino People through Volunteerism, Commitment, Honor, Service and Loyalty.

 

Our Disaster Response and Rescue Unit, Semper Fi Disaster Response and Rescue Group organized by a Non-Government Organization (NGO) named as Marine Corps Semper Fi Philippines, Inc. was involved in various Humanitarian Assistance and Disaster Response (HA/DR) Operations and community development and service projects since 2003 utilizing personnel from a Marine Corps Reserve Unit.

 

As a Reserve Unit of the Philippine Marine Corps, we are not receiving any funding from the government and military, unlike in other countries. We exist through the voluntary contributions of our members, fundraising and donations.

 

We rely on the support of businesses, individuals, LGU’s and others to help us perform our job effectively. Though we have a list of needed items, monetary donations are also needed for other things like, insurance, training, transportation allowance, gas, etc.

 

Our Non-Government Organization (NGO), MARINE CORPS SEMPER FI PHILIPPINES, INC. (A non-stock non-profit Association with a Primary Purpose to source out emergency response equipments to its various Disaster Response Units and support its operations, duly registered with the Securities and Exchange Commission, with SEC Certificate of Registration No CN 200928202.

 

On Humanitarian Assistance and Disaster Response (HADR), we went as responders (more than 40 personnel) to the following areas in he Philippnes;

 

*Ginsaugon Mudslide Tragedy, St Bernard, So. Leyte, January 2006 (2 weeks - Relief Assistance),

 

*Typhoon Sendong (Washi) in Cagayan De Oro City (2 weeks – installing temporary shelters – Tent City) Dec 2011 to Jan 2012.

 

*In 2013,

* Unit's Participation in the Search, Rescue and Retrieval Operations - MV St Thomas Aquinas Ship Sinking Incident - 16 Aug to 20 Sept 2013. On 19 August, the Philippine Coast Guard confirmed 55 dead and 65 missing with 750 rescued.

 

*Earthquake Mag 7.2 in

*Metro Cebu (clearing operations)

*Bohol (2 weeks - installing temporary shelters).

 

*Typhoon Yolanda (Haiyan) in Bantayan Island (2 weeks – installing temporary shelters).

 

The temporary shelters were installed in partnership with ShelterBox International from United Kingdom.

 

As to Training on HADR, some of our personnel completed the following;

 

* Training on Incident Command System (ICS) conducted by NDRRMC, OCD7, ASEAN, US FOREST SERVICE and USAID, namely;

 

*3 DAY SEMINAR ON BASIC/INTERMEDIATE INCIDENT COMMAND SYSTEM (ICS) TRAINING COURSE/MONTEBELLO VILLA HOTEL, CEBU CITY, 06-08 FEBRUARY 2013

 

*5 DAY SEMINAR ON INTEGRATED PLANNING COURSE ON INCIDENT COMMAND SYSTEM (ICS) TRAINING COURSE/MONTEBELLO VILLA HOTEL, CEBU CITY, 15-19 APRIL 2013

 

*5 DAY SEMINAR ON POSITION COURSE OF THE INCIDENT COMMAND SYSTEM, JPSU-PSU MARINER’S COURT, CEBU CITY, OCTOBER 7-11, 2013

 

Earlier, a delegation from Hawaii National Guard (HING) and Armed Forces of the Philippines (AFP) Urban Search and Rescue (USAR) Planner together with USAR Team from Philippine Red Cross and Subic Bay Metropolitan Authority (SBMA) Rescue Team conducted an “Urban Search and Rescue Capacity and Capability Enhancement Training” and “Search and Extraction Medical Orientation Course” to Disaster Response Unit’s (DRU) of Central Command on 03-13 March 2014 at HCENTCOM, Camp Lapulapu, Lahug, Cebu City. Six (6) personnel from our Group participated and graduated from the said training.

 

On 02-15 May 2014, the RP US Balikatan Exercise 2014 was also conducted with the Combined Field Training Exercise on the USAR disciplines that includes:

 

• Rope Rescue

• Shoring

• Breaching and Breaking

• Lifting and Hauling

• Confined Space Operation

• Air Monitoring

• Spot Shoring

• Victim Extraction

• Patient Packaging/Handling

• Victim Extraction

• Search Operation/Structure Assessment

*Rope Systems, Lowering and Raising, Search and Extraction Medical Orientation, Incident Command System, Earthquakes and others.

 

As a Disaster Response and Rescue Unit, we accept donations of used but still serviceable equipment’s for Water Rescue and Urban Search and Rescue. We are more than happy to accept those to enhance our response capability in order to help others.

 

Our Group needed the following Rescuer Personal Kit (PPE), Team Kit, Water Rescue Kit – Rescue Swimmer, Swiftwater Rescue Kit and others.

 

Our goal is to serve, win the hearts and minds of the Filipino people in line with the Internal Peace and Security Plan (IPSP) Bayanihan of the AFP in winning Peace. The mission of Marine Forces Reserve Central (8th Marine Brigade Reserve, Philippine Marine Corps) is to augment and reinforce active Fleet and Marine forces of the Philippine Navy in time of war, national emergency or contingency operations. Provide personnel, equipment’s, expertise and operational tempo relief for the active forces during peacetime like Humanitarian Assistance and Disaster Response Operations, and provide service to the community.

We are looking for quality members (not quantity) that can help our Unit attain its Mission, Vision and Functions (Solutions Provider not Problem Providers). Our Unit does not collect any membership fees, monthly dues, annual fees and other charges to our members. In spite of no clear funding, the Unit was able to discharge its Mission and Functions meritoriously. The members were given a chance and opportunity for a wholesome safe adventure, training, experience and a medium to serve others. Assistance was also given in their employment, professional and career advancement.
