Someone explained:

"At the first level you don't steal because there is the police.

When you reach the second level you don't need the police: you don't steal because there is the law.

If you reach the third level you don't need the police nor the law because stealing is something you just won't do to others."

But there is still at least one more level where there are no 'others' because there is neither you or I : it is just life conscious of itself.

We are all underway and must avoid judging.
