City Action Partnership (CAP) is a private nonprofit business improvement district striving to keep downtown Birmingham safe, clean, and friendly. CAP provides supplemental services to successfully create and maintain a healthy environment conducive to economic growth and a desirable quality of life for people who live, work, and visit Birmingham. CAP Officers work with high standards of ethics, integrity, and courtesy in coordination with local law enforcement and other area partners."
CAP has three core areas of supplemental services. These are: 1. Safety and the promotion and advocacy of issues involving safety. CAP Officers patrol the CAP district on bicycles and in trucks acting as another set of eyes and ears for the city, helping to identify issues as well as providing assistance to the police when needed. CAP Officers also provide security escorts for individuals from one location to another and help manage minor issues not needing police attention. 2. Motorist Assistance. CAP Officers perform jump starts, vehicle unlocks, help with flat tires, and will provide a gallon of gas if a car runs out, but only in instances when a car is completely out of gas. 3. Sanitation Services. CAP removes or paints over graffiti, cleans up litter, handles some light grass cutting and weed abatement, and various other small sanitation needs as they arise.
In addition to these core supplemental services, CAP works to eliminate panhandling, helps individuals that are homeless, and coordinates with Traveler's Aid's "Work Your Way Home Program" helping those stranded in Birmingham earn a bus ticket home by doing community service. CAP also manages a program working with local courts to help offenders with minor sentences fulfill their court ordered community service.
