The California Office of the Patient Advocate is an independent office in state government established in 2000 to inform and educate consumers about their rights and responsibilities as health plan enrollees and to teach them how to get the most out of their health care. OPA was created to represent the interests of health plan members in California to get the care they deserve and to promote transparency and quality health care by publishing an annual Health Care Quality Report Card.
