Jim became the Director of the Westchester County Consumer Protection Department in 2018. Prior to that, Jim was elected to 11 terms on the Westchester County Board of Legislators representing District 11 (New Rochelle and Pelham). He was considered one of the most independent and bipartisan legislators during his 21 years. First elected in 1997, Jim held various leadership positions, including Vice Chair (2014-2017), Republican Minority Leader (2003, 2010, 2011, 2012 & 2013); Republican Minority Whip (2002, 2008 & 2009); Co-Chair, Rules Committee (2003); Chair, Public Works Committee (2000-2001); and Chair, Intergovernmental Relations Committee (2004-2005). He enjoyed serving on the Legislation and Environment Committees throughout his career.

Jim is attorney practicing law in New Rochelle, NY in the areas of Real Estate Closings and Wills, Estates & Probate Actions. He was a counsel with the New York law offices of Crowell & Moring (2007-2011) and Buchanan Ingersoll & Rooney (2003-2007) where he concentrated on commercial litigation, real estate and government relations. Jim also worked as a sole practitioner in New Rochelle (1995-2003) and at New York City law firms for insurance defense (1994-1995) and commercial litigation (1992-1994).

Jim served in the U.S. Marine Corps from 1984 to 1988.
