MANILA, Philippines (Apr. 4, 2013) - Cryptologic Technician (Technical) Seaman Kelsey Seitz, assigned to the forward-deployed amphibious dock landing ship USS Tortuga (LSD 46), holds a child during a visit to the House of the Heroes home for children. Tortuga in the midst of a port visit to Manila, will be taking part in Balikatan, an annual Philippines-U.S. military bilateral training exercise and humanitarian assistance engagement.
