"Keep Little Forest Hills Funky"
This is a sign being placed around Little Forest Hills (Dallas, Texas) protesting of all the new development that's going on. A lot of the old houses are being bought up by developers and then torn down, making way for new houses that many feel are destroying the character of the neighborhood - a character which is indeed "funky" in the best sense of the word.
One of the developers reportedly said that by the time the neighborhood got it together to fight the new development, it would "all be over" and the area would already be transformed.
