🇺🇸 The Avança Mulher Empreendedora (Advance Women Entrepreneurs) program was created to foster female entrepreneurship in the state of Rio Grande do Sul, Brazil, especially among women in socially vulnerable conditions and those living in areas impacted by extreme weather events. It was officially launched on March 22, 2024, during the South Summit Brazil event in Porto Alegre. The initiative is coordinated by the State Secretariat of Economic Development (Sedec) and the State Board of Trade, Industry, and Services (JucisRS).
To structure the program’s rollout, an Interagency Committee was established on March 25, 2024, with the mission of coordinating public and private sector efforts. This included simplifying business registration, promoting entrepreneurial education focused on business management, and expanding access to microcredit specifically for women-led ventures.
A major milestone was the Entrepreneurial Support Task Force, held on November 23–24, 2024, at the covered parking lot of Arena do Grêmio in Porto Alegre. The event brought together more than 20 institutions such as the Federal Revenue Service, Banrisul, Caixa Econômica Federal, the Civil Registry, the Public Defender’s Office, Regional Electoral Court, and Labor and Employment authorities. Services included ID and birth certificate issuance, business startup consultations, and a job placement hub. Around 1,000 individuals were assisted during the event, many of them affected by recent floods.
According to Secretary Ernani Polo, the program highlights the importance of proactive government action in supporting entrepreneurship recovery after natural disasters. Lauren Mazzardo, president of JucisRS, praised the dedication of participating teams and the comprehensive nature of services offered. Beneficiaries like Mara Regina dos Santos expressed gratitude, noting how difficult it can be for low-income families to secure essential documentation or cover travel costs.
The program continues to expand across the state with training, motivational talks, and financial guidance designed to equip women with the tools to succeed in entrepreneurship, aiming to stimulate small business growth and economic independence for women across Rio Grande do Sul.
🇧🇷 O programa Avança Mulher Empreendedora foi concebido para promover o empreendedorismo feminino no Rio Grande do Sul, com foco especial em mulheres em situação de vulnerabilidade social e residentes em áreas afetadas por eventos climáticos. Lançado em 22 de março de 2024, durante o South Summit Brazil em Porto Alegre, o programa é coordenado pela Secretaria de Desenvolvimento Econômico (Sedec) e pela Junta Comercial, Industrial e Serviços do Rio Grande do Sul (JucisRS).
Para estruturar e implementar as ações do programa, foi instituído, em 25 de março de 2024, o Comitê Interinstitucional do Avança Mulher Empreendedora. Este comitê reúne representantes de diversas secretarias estaduais e entidades públicas e privadas, visando articular medidas como formalização de negócios informais, educação empreendedora focada em gestão e acesso simplificado a linhas de crédito específicas para mulheres empreendedoras.
Entre as iniciativas do programa, destacou-se o Mutirão de Auxílio para Empreendedores Formais e Informais, realizado nos dias 23 e 24 de novembro de 2024, no estacionamento coberto da Arena do Grêmio, em Porto Alegre. O evento reuniu mais de 20 instituições, incluindo Receita Federal, Registro de Cartório Civil, Banrisul, Caixa Econômica Federal, Defensoria Pública do RS, Tribunal Regional Eleitoral, Superintendência do Trabalho e Emprego no RS, Instituto-Geral de Perícias e Procon. Foram oferecidos serviços como emissão de documentos (Carteira de Identidade e Certidão de Nascimento), orientações sobre abertura de empresas e um estande específico para busca de vagas de emprego. Cerca de mil pessoas foram atendidas durante os dois dias do mutirão, muitas delas afetadas pelas enchentes que ocorreram no estado.
O secretário da Sedec, Ernani Polo, enfatizou a importância de ações proativas do Estado para oferecer suporte adequado aos empreendedores, especialmente aqueles atingidos por desastres naturais. A presidente da JucisRS, Lauren Mazzardo, ressaltou o empenho das equipes envolvidas e a qualidade dos serviços prestados durante o mutirão. Beneficiários como Mara Regina dos Santos expressaram gratidão pela iniciativa, destacando a relevância do evento para pessoas de baixa renda que enfrentam dificuldades para obter documentos ou arcar com custos de transporte.
O programa Avança Mulher Empreendedora continua a desenvolver ações que visam capacitar mulheres por meio de palestras, cursos de qualificação e incentivo ao empreendedorismo, promovendo o desenvolvimento de pequenos negócios e fortalecendo a autonomia econômica feminina no estado do Rio Grande do Sul.
🇦🇷 El programa Avança Mulher Empreendedora fue creado para fomentar el emprendimiento femenino en el estado de Rio Grande do Sul, Brasil, con un enfoque especial en mujeres en situación de vulnerabilidad social y residentes en zonas afectadas por eventos climáticos extremos. Fue lanzado oficialmente el 22 de marzo de 2024 durante el evento South Summit Brazil en Porto Alegre. La iniciativa es coordinada por la Secretaría de Desarrollo Económico (Sedec) y la Junta Comercial, Industrial y de Servicios del Estado (JucisRS).

El secretario de Sedec, Ernani Polo, subrayó la necesidad de una acción estatal activa para respaldar el ecosistema emprendedor tras catástrofes naturales. El programa sigue avanzando con actividades de capacitación, charlas motivacionales y orientación financiera, con el objetivo de fortalecer los pequeños negocios liderados por mujeres y promover su autonomía económica en todo Rio Grande do Sul.

Militares pedem nivelamento de salário com outras carreiras
Em audiência pública na Comissão de Direitos Humanos e Legislação Participativa (CDH) do Senado, representantes dos militares ativos e aposentados debateram a defasagem na remuneração do setor. Ao final da audiência, o senador Paulo Paim (PT-RS), que a presidiu, prometeu encaminhar um documento com o pleito da categoria às autoridades competentes.
Segundo relatos dos participantes da audiência, desde a edição da Medida Provisória 2215/2001, a situação dos militares começou a se deteriorar progressivamente. A MP acabou com gratificações como adicional de inatividade e o chamado “posto acima” - promoção que o militar recebia ao passar para a reserva. Outros auxílios também foram retirados pela medida, como o auxílio moradia e a licença-prêmio.
O presidente da Associação dos Militares da Reserva, Reformados e Pensionistas das Forças Armadas, Genivaldo da Silva, citou essas perdas como um dos principais motivos da defasagem de remuneração.
- Por isso que nós estamos hoje com um salário superdefasado. E além dessas questões aqui citadas, nós ficamos dez anos sem um real de aumento – disse.
Genivaldo informou que um segundo-sargento das Forças Armadas ganha R$ 2,7 mil com 30 anos de serviço. Um capitão das Forças Armadas recebe R$ 5,3 mil – salário considerado baixo se comparado a outras categorias.
- Ganha menos do que um soldado da Polícia Militar do DF e dos Bombeiros, que são excelentes profissionais. Nós tiramos o chapéu para eles, mas não podemos ganhar menos do que eles.
Salário-família
Outra reclamação recorrente durante a audiência foi o salário-família que os militares recebem para ajudar no custeio da educação de seus dependentes, no valor de apenas R$ 0,16 por filho. A presidente da Federação da Família Militar, Rita Deinstmann, comparou o benefício ao que recebe a família de um presidiário.
- Por que o dependente de um presidiário recebe R$ 915 e nós recebemos R$ 0,16? É uma vergonha! – reclamou.
O senador Rodrigo Rollemberg (PSB-DF) esteve na audiência e deu apoio aos militares. Para ele, a valorização da categoria deve ser uma questão de interesse nacional, devido à importância do trabalho no país. Segundo o senador, a defesa de riquezas como a Amazônia e o pré-sal é um imenso desafio para o Brasil, que conta com as Forças Armadas.
- Hoje vivemos num ambiente de paz, e todos nós torcemos para permanecer assim. Mas a gente sabe que não pode se descuidar para uma eventualidade de o Brasil ter que defender o seu território ou suas riquezas. Portanto, a questão dos militares não é uma questão apenas dos militares – afirmou Rollemberg.
Paim sugeriu a realização de uma reunião com a categoria em seu gabinete para formular um documento com o pleito dos militares e prometeu todo o apoio para sensibilizar as autoridades competentes.
- Farei de tudo para ajudar para que os pleitos cheguem lá e que, oxalá, eles sejam efetivamente atendidos – prometeu.

CDH debate situação de militares reformados e pensionistas (Da Redação)
Começou a audiência pública da Comissão de Direitos Humanos e Legislação Participativa (CDH) para debater a situação de militares reformados e pensionistas. O senador Paulo Paim (PT-RS), autor do requerimento para realização do debate, afirmou que o tema é urgente, pois os militares são os servidores mais mal remunerados do país.
- Os militares sempre tiveram uma remuneração modesta, mas depois de 2001 a situação começou a piorar gradativamente – lamentou Paim em seu discurso em Plenário na última sexta (22).
Paim lembrou, logo no início da reunião, que a realização dessa audiência é um compromisso assumido quando ainda era presidente da CDH. Em fevereiro deste ano, ele foi substituído na função pela senadora Ana Rita (PT-ES), que também terá dois anos de mandato.
Foram convidados para o debate o representante da Associação de Praças das Forças Armadas (APRAFA), Antonio Vicente da Silva; e os presidentes da Federação da Família Militar do DF (FAMIL), Cantidio Rosa Dantas; da Comissão Nacional QESA Brasil (CNQB), Eduardo Souza Silva; da Associação dos Militares da Reserva, Reformados e Pensionistas das Forças Armadas (AMARP), Genivaldo da Silva; da União Nacional de Esposas de Militares das Forças Armadas (UNEMFA), Ivone Luzardo; da Federação da Família Militar - Mulher/DF (FAMIL Mulher), Rita Deinstmann; e da Confederação Nacional da Família Militar (CONFAMIL), Waldemar da Mouta.
A audiência está sendo realizada na sala 2 da Ala Senador Nilo Coelho e é presidida por Paulo Paim.
