Secure Fasteners!

Carriage bolts using the existing through holes in the Reynolds rack, with fender washers sealed with black RTV and wing nuts. (If the RTV doesn't hold up I can use regular rubber washers, but I thought this would be nice to hold them in place when the bin isn't on the bike.)
