Astoria Construction

There's construction going on all over Astoria. At least this is colorful.

This is on Newtown Avenue near 31st Street.

Notice the building behind the storefronts. I have no idea where its entrance is. The building appears to be surrounded by shops, front and rear. There must be a good story to this, but I don't know it yet.
