Citizens Add New Payee

This is an example of ignoring a common design pattern. Usually cancel buttons are to the right of the submit button, and even better the submit button is often highlighted. When you put the cancel button first the user may click it out of habit - and be surprised (or even unaware) that they just canceled their form. That's what happenned to me.
