Mining?
Appearing to be the first parts of a planned community, these plots are likely small mines. They stretched out in all directions creating a kind of crooked lattice work. The black squares seems to be waste pools. Waste pools and piles from mining are blamed for poisoning water sources around the world, sometimes leading to birth defects and increased rates of cancer among local, often impoverished populations. Still, it is not completely clear to the photographer that these are in fact mines.
