Based on www.flickr.com/photos/fluzwup/2567762406/, this uses many techniques. It uses a high frequency overlay over a smoothed image, it increases the saturation and brightness, but working on an inverted version of the image, which is then inverted back. The result at this point is all the edges in the image are replaced with white lines.
The next step is an impressionist algorithm on that image to create brush strokes on a light background, which is then smoothed slightly.
The dilation of the brush strokes eliminates much of the while outlining, but I kept it small so that some white would remain. This works very well in the dark areas, I think.
