In parallel to the field operations, the exercise had an observer program with participants from 20 European countries. The opening of the program was done by high level representatives from the consortium organizing the exercise: Administration of the Republic of Slovenia for Civil Protection and Disaster Relief, German Federal Agency for Technical Relief, National Protection and Rescue Directorate of the Republic of Croatia, Swedish Civil Contingencies Agency, the Europan Commission (DG ECHO).
